Özet:Democracy promotion has become a prominent international policy tool after the collapse of the Soviet Union. This study evaluates the core values of the different democracy understandings and compares the substance and styles of democracy promotion of the EU and the USA in Egypt. While the policy tools and target countries of the both have varied, Egypt is one of the common interest area of these two powers due to its importance. While the democracy promotion discourse on Egypt was too strong, democratization of Egypt has been overshadowed by the other interests of the EU and the U.S.
