S., Urban Policy Planning and Local Governments Supervisor: Prof. Dr. Melih Ersoy June 1998, 255 pages This thesis discusses the operational performance of the urban infrastructure services, in particular water and sewerage services, in the changing urban context. 1990s proved to be a period of economic reconstruction and its inherent consequences, wherein the increasing importance of urban areas is widely discussed. Within this period urban infrastructure services have become the most important variables of the policies implemented in urban areas to alleviate the urban poverty, to enable the sustainable economic and environmental development and to increase the quality of life. In other words, for the present societies, urban infrastructure services are the primary determinant of the expectations from the urban life. mBu çalışmada, dışa açık gelişme stratejisini benimseyen Türkiyenin kentsel altyapı politka uygulamaları, içmesuyu kanalizasyon servisleri özelinde İSKİ örneği ile tartışılmaktadır. Suyun insan hayatındaki yaşamsal rolü ve kentlerin ekonomik, ekolojik ve sosyal değişkenlerinin brincil etkileyeni olması, kentsel altyapı servislerinin operasyonel performanslarım bu kapsamda tartışmaya olanak sağlamaktadır. Bu çalışma bir yandan Türkiye de içmesuyu ve kanalizasyon servislerinin sunumunda yaşanan yetersizlikler ve nedenleri sorgulanmakta öte yandan, bu yetersizliklerin ekonomik ve demografik olarak büyüyen kentler açısından yarattığı problemlerin altı çizilmektedir. ISKI'nin operasyonel performasına ilişkin yapılan değerlendirmeler, değişik gelişmişlik düzeyindeki ülke deneyimlerinden yararlanılarak yapılmıştır.
