Özet:

This thesis analyzes a specific policy approach adopted by the European Union (EU) on externalization of asylum and refugee matters. The external dimension of the EU’s asylum and refugee policy includes implementing policies on border management, visa policy and cooperation with third countries to avoid mass movements of asylum seekers. This thesis further focuses on the tools of the EU externalization policies such as the “safe third country” and the “first country of asylum” principles and the EU “readmission agreements” with third countries. In this study, the concept of burden sharing mechanisms in relation to refugees in the EU is analyzed. Moreover, the impact of the safe third country and the first country of asylum principles to the EU-Turkey relations are further scrutinized. The EU-Turkey Statement accepting Turkey as a safe third country and a first country of asylum is tested as an example of the EU’s externalization policy in order to see the implications of burden sharing of Syrian refugees between the EU and Turkey. Therefore, this research aims to test whether there is a functioning refugee protection mechanism between Turkey and the EU or whether the system developed by the EU creates burden shifting over Turkey. Turkey is the main focus of this study, which is carrying a substantial amount of responsibility and financial burden since refugee movements from Syria have started in 2011.
