The aim of this paper is to evaluate the effect of EU membership or prospects for EU membership in post-communist countries on the size of public sectors. The paper first conducts quantitative analysis regarding the size of public sectors in EU members and prospective member states in the post-Soviet bloc. The paper argues that “Europeanization” surpasses the impact of both “de-Sovietization” and “globalization”, regarding the changes in public sector sizes in post-communist countries. Indeed, it seems to play a major role in the convergence of the relevant figures about public sector between post-communist states and the European Union. The article then focuses on two illustrative case studies, namely telecommunications sector in Czech Republic and health services in Estonia. The article dwells upon an important topic that is hugely debated in the IPE literature and contributes to existing literature by providing a multi-method analysis.
