Micro-credentials are a new generation of qualification documents that certify smaller-scale,
flexible and targeted learning outcomes than traditional diplomas and certificates. In the last
decade, interest in micro-credentials has increased significantly due to rapidly changing labor
force skill demands and the need for lifelong learning. In this study, it is aimed to develop a
literature-based recommendation system model by analysing in detail the findings in the
literature on the effective use of micro credentials in education in the last decade. In the study,
a literature review and content analysis method was used to compile academic research on
micro competencies in the last 10 years and to present a theme-based synthesis. The findings
collected from the literature were analysed through qualitative content analysis and classified
by thematic coding approach. During the coding process, common themes were identified by
taking into account the focal points of the studies, the type of problems they investigated and
their prominent results. As a result of the comprehensive literature analysis, it was revealed that
successful practices for the effective use of -credentials in education should be structured in
four main dimensions. These dimensions were categorised as Policy and Strategy, Instructional
Design, Assessment and Certification, and Sustainability and Stakeholder Engagement were
identified as the main components of the recommendation system model. For micro-credentials
to be successful in educational settings, they need to be supported by effective instructional
design principles not only at the policy level but also at the classroom and programme level.
The prominent theme in the design of micro-credentials programmes in the literature is the
adoption of a learner-centred, flexible and modular approach. Assessment and certification in
micro-credentials are of central importance in terms of the reliability of the education provided
and the recognition of the competences gained. In the literature, it is emphasised that microcredentials
should be supported by competency-based and clear assessment criteria in order to
create value. In this study, a comprehensive literature analysis on the effective use of microcredentials
in education is presented and a holistic recommendation system model including
policy, design, evaluation and sustainability dimensions is presented in the light of the findings.
The results indicate that micro-credentials can play an innovative and transformative role in
education systems.
