In this paper, novel association and fusion methods for range-azimuth tracks are proposed. The association method requires calculating the distance between two tracks that lack elevation information. An iterative algorithm is proposed to find the closest distance between the two arcs defined by the range azimuth tracks. This procedure provides elevation information for track pairs, which is also used for the track fusion process. The performance of the algorithms is illustrated in experiments with simulated and real data.
