In this paper, the complexity of decoding a video clip on a resource constrained mobile device is modeled in terms of content properties and hardware capabilities. It is discussed that the decoding complexity basically depends on specialized hardware that are utilized during the decoding process. A utility-based prediction framework that defines the relationship between content complexity and subjective user satisfaction is presented. Finally, it is argued that such a framework could be utilized to determine efficiently the video coding parameters that will result in maximum user satisfaction and subjective video quality without exceeding the hardware capabilities of a client device.
