This paper presents a multi-speed rule-based controller for HVAC and ventilation management, evaluated in simulation and prepared for real-world deployment. The controller uses real-time environmental data and predefined thresholds to dynamically adjust fan speeds, balancing air quality and thermal comfort. Compared to conventional rule-based methods, it achieves more stable indoor conditions and improved occupant comfort, while maintaining comparable energy performance. The algorithm is validated in an EnergyPlus simulation of a 100 m2 space. Results show that the approach offers a reliable, low-overhead solution for efficient climate control, and is well-suited for integration into future smart building applications.
