Özet

As the intent behind the setting up in a number of metropolises in Turkey of a two-tier metropolitan municipality government was political and administrative decentralization, an evaluation of the outcome should be made in terms of both functional and structural analyses, that is the degree to which the system functions efficiently and effectively (administrative decentralization) and the extent to which self-government (political decentralization) is realized.1
