Towards a Project Success Index for Defense Industry: A Systematic Literature Review

Özet

The defense projects have their unique set of limitations that include mission-vitality, high-security burdens, and complex stakeholder conditions. Conventional monitoring of cost-schedules of these major ventures thus becomes challenging. With the rapid pace of digitalization in the defense sphere, the need for structured, data-driven constructs that capture multidimensional success and signal potential dangers is growing increasingly acute. In this paper, we conducted a systematic literature review (SLR) to determine, locate, and synthesize the scattered success factors and performance indicators in the field of management of defense projects. The SLR results indicate that only a limited number of studies investigates the success criteria of defense projects and there is a substantial need for a holistic approach that systematically evaluates the success of defense projects. To fill this gap, we proposed a hierarchical Defense Project Success Index (DPSI), specifically designed for defense projects, based on 10 knowledge areas (KAs) of the Project Management Body of Knowledge (PMBOK), which categorizes the critical success factors together with quantifiable measures. This proposed framework also serves as an early-warning mechanism that monitors possible delays, work packages underperforming, and technical or managerial performance deviations before they become hard to control.
