Bulgaristan'daki
Türk azınlığı 20. yüzyılda asimilasyon ile entegrasyon arasında geçişken bir
tecrübe yaşamıştır. Türkiye Cumhuriyeti'nin kuruluşundan günümüze dek geçen
sürede gerek Bulgar gerekse de Türk hükümetleri izledikleri politikalar ile
Türk azınlığın hayatına etki etmişlerdir. Çalışmamız, asimilasyon ve
entegrasyon kavramları ile göç ve mübadele olgularının teorik/kavramsal
çerçevesi ile başlayacaktır. Sonrasında, Türk azınlığın asimilasyon veya
entegrasyon anlamında neler yaşadığı tarihsel arka plan ile temellendirilecek,
ardından da hem Bulgar, hem de Türk hükümetlerinin iç ve dış politika
tercihlerinin sonucunda yaşanan mübadele ve göç olaylarının ışığında,
Bulgaristan'da kalan Türk azınlığın, Türkiye'ye gidenlere nazaran, ne durumda
oldukları incelenecektir. Temel insan hakları bağlamında Türk azınlığın nasıl
bir deneyim yaşadığı da bu çerçevede değerlendirilmiş olacaktır. Tüm bunlar
Türk azınlığın kurduğu veya katıldığı siyasi partiler/hareketler ve sivil
kuruluşları üzerinden de incelenecektir. Türk azınlığın günümüzdeki durumunun
daha iyi anlaşılması ve varlığını ve kimliğini korumak anlamında yaşadığı
sorunların giderilmesine dönük çabalara destek niyetiyle hazırlanan
çalışmamızda, literatür ve kişisel tanıklıklar imkanlar ölçüsünde
kullanılacaktır.

In the 20th
century, the Turkish minority in Bulgaria had a transitional experience between
assimilation and integration. Since the establishment of the Republic of
Türkiye, both the Bulgarian and Turkish governments have influenced the lives
of the Turkish minority with their policies. Our study will start with the
concepts of assimilation and integration and the theoretical/conceptual
framework of migration and exchange phenomena. Afterwards, the experiences of
the Turkish minority in terms of assimilation or integration will be based on
the historical background, and then, in the light of the exchange and migration
events that took place as a result of the domestic and foreign policy choices
of both the Bulgarian and Turkish governments, the situation of the Turkish
minority remaining in Bulgaria compared to those who went to Turkey will be
examined. In the context of fundamental human rights, the experience of the
Turkish minority will also be evaluated within this framework. All these will
also be examined through the political parties/movements and civil
organizations established or participated in by the Turkish minority. In our
study, which is prepared with the intention of supporting the efforts to better
understand the current situation of the Turkish minority and to eliminate the
problems they experience in terms of protecting their existence and identity,
literature, and personal testimonies will be used to the extent possible.
