Proje Özeti
In Turkey, starting from the second half of the 1990s, important steps have been taken to prevent violence against women and domestic violence. Since 2007, “Combating Domestic Violence against Women National Action Plan 2007-2010,” “Combating Violence against Women National Action Plan 2012-2015,” “Combating Violence against Women National Action Plan 2016-2020,” and “Combating Violence against Women National Action Plan 2021-2025” have been developed, and priority areas for improvement have been identified in this context. Another important achievement in this area is the acceptance of Law NR. 6284 on Protection of Family and Prevention of Violence against Women on March 8, 2012. Despite the policies and practices determined at the national and international level, domestic violence against women remains a serious social and personal problem in our country. National Research on Domestic Violence Against Women in Turkey, which was conducted by Hacettepe University Institute of Population Studies in 2008 and 2014 in order to identify the causes of violence against women in Turkey, determine its dimensions and collect comprehensive data on this subject, indicates that despite the efforts and activities to combat violence against women, the rate of violence is high and has not decreased over the years. The main objective of this project is to assess the impact of projects and implementations that aim to prevent/alleviate domestic violence against women in Turkey and to make policy suggestions.
Accordingly, in this project, the National Action Plans developed in our country on combating domestic violence against women since 2007 and the five priority areas determined in these plans–(1) legal arrangements, (2) achievement of awareness-raising and mental transformation (3) provision of protective services and empowerment of victims of violence, (4) regulation and implementation of health services, and (5) cooperation amongst institutions and organizations and policy development–were assessed on the basis of four different actors’–(1) ministries’ and other institutions’ officials, (2) NGO representatives, (3) women surveyed based on a representative sample of Turkey, and (4) women who have experienced domestic violence–opinions, evaluations, and suggestions. In the frame of research, the functional and non-functional aspects of the projects and implementations aimed at preventing/reducing the domestic violence against women were determined by means of document analysis and social impact assessment of these projects and implementations’ reflections in the field and their results. The social impact analysis, in this regard, has the potential to contribute to the development of evidence-based policies.
