Performance Work Statement from Allied Joint Force Command Naples (JFCNP)
for the engagement of Prof. Oktay Tanrisever as a Subject Matter Expert (SME)
in support of the NSD-S HUB Project
“Migration in the Greater Mediterranean Region: Root causes and consequences
for international governance and human security”
1. Introduction.
This project is contained in the Knowledge Production Plan 2021 (KPP 2021)
Serial 099.
Over the past decade, migration has become highly politicized. When supported
by appropriate policies, migration can contribute to inclusive and sustainable
economic growth and development in both home and host communities.
Nevertheless, fears related to the influx of masses of migrants from African and
Asian countries have been exploited in recent years.
In this context, this particular study aims to contribute to a better understanding
of the human and state security issues surrounding migration in the wider
Mediterranean region. Seeing as migration will continue to remain a strategic
priority for many European countries that are also NATO Members, the Hub will
draft a concise deliverable to help enhance awareness on these issues. The
target audience for this deliverable is the public at large and a restricted version,
with recommendations for NATO, could be prepared at a later stage.
As part of this project, a virtual workshop will be held on 5 May 2021, with
selected SMEs, to examine various aspects and causes of mass migration. All
materials produced by the SMEs before and after the workshop will be refined by
the Hub (CRAS) for inclusion in the final deliverable.
2. Scope of Work.
Prof. Tanrisever will participate as a discussant in the workshop scheduled for the 5th of
May and contribute his expertise on the topic.

4. Deliverable.
The final deliverable which will incorporate the findings of the workshop will be
completed by the Hub by 31 MAY 2021
