Abstract:Prepositioning of relief items has been studied in humanitarian logistics by several researchers. Lateral transshipment applications are observed in commercial supply chains, but have not been included into the humanitarian relief chains. The main objective of this thesis is to include lateral transshipment opportunities into humanitarian relief chains and examine the effect of different parameters with the aim of minimizing the average response time to serve the people in need. In this study, location of humanitarian relief facilities, number of opened humanitarian relief facilities, quantity of relief items to hold at those facilities, quantity of lateral transshipment between opened facilities are determined by using mathematical programming models. Vulnerability of the roads and heterogeneous capacitated facilities are considered. Firstly, a direct shipment model is developed where lateral transshipment made between relief facilities is not allowed. Then, a lateral transshipment model is developed where lateral transshipment between relief facilities is allowed for relief item distribution. Direct shipment and lateral transshipment models are compared using a possible earthquake scenario generated for İstanbul with respect to the average distance travelled per relief item in two models. It is seen that allowing lateral transshipment provides faster response time to reach the affected. In lateral transshipment model, transportation on highways is vi studied for Anatolian and European sides as separately. By allowing lateral transshipment on seaway between Anatolian and European sides, maritime lateral transshipment model is developed. Lateral transshipment model is compared with maritime lateral transshipment model with respect to the value of average distance travelled per relief item. It is observed that opening 20 and more than 20 relief facilities give lower average distance travelled value per relief item for maritime lateral transshipment model compared to the lateral transshipment model based on land transportation.
