Abstract:

In addition to being real estate in their essence, cultural heritage properties have an integrated value consisting of a spiral of socio-cultural and economic values that cause them to be preserved and market valuation methods which are used to determine the real estate value are insufficient in determining the value of cultural heritage real estates. In this context, in order to measure the value of non-marketable goods, a number of tools have been developed to determine the total economic value. Contingent Valuation Method has also been accepted by many cultural economists as a promising method for determining the total economic value of cultural heritage. In this study, it has been discussed that the market valuation methods and the current legislation are insufficient in determining the value of cultural heritage properties, and the total economic value of Çengel Han is revealed within the scope of the contingent valuation method, which is one of the non-market valuation methods. However, the original feature of the study has been put forward in terms of testing the hypothesis that the total economic value consisting of heritage, asset and option values does not completely reflect the integrated value of cultural heritage, which consists of all socio-cultural and economic values. By using the Delphi Method, the socio-cultural and economic values and importance levels of the inns in the Ankara Hanlar Region were determined and the integrated value of Çengel Han was estimated on the basis of its use value, and an alternative and mixed valuation method, called the integrated valuation method, has been proposed. According to the results of the study, the integrated value of Çengel Han is estimated approximately 14 times the value determined using the market method. As a result, it is a difficult and complex task to measure the values of cultural heritage properties. However, no society would like to protect what it does not value, value can be managed as long as it can be measured, and what can be managed can be protected. The study is expected to create a base for the protection of assets with the traits of national wealth by developing effective and sustainable conservation policies and management mechanisms, to raise awareness among experts and decision-makers involved in real estate valuation operations, to offer solutions to the conflicts between the state and the right holders if it is taken into account in the legal and administrative regulations to be made regarding the tools used by the state for preservation purposes such as expropriation procedures.
